A new teacher arrived in the Rubber Room last Friday. She spent the day crying her eyes out. Several people tried to comfort her, but she wanted to be left alone, so they backed off. It has been against my personal Rubber Room ethics to comment on daily happenings here, but since we are about to be relocated to new, as yet unknown, DOE dungeons, I have decided to comment on what we will be leaving behind.
As far as preparedness is concerned, there are two types of people who come into the Rubber Room. The first group is composed of people like me who have been targeted over an extended period of time. They have been submitted to a lengthy period of harrassment and mobbing and pretty much saw the RR coming. The second group consists of people who were at the top of their game, without a cloud in the sky and suddenly, wham, they were accused of some form of misconduct. Either way, the first day in the Rubber Room is difficult.
At some point in Rubber Room history, the detainees decided that they needed a representative other than the official UFT rep who was hardly ever there. They decided to elect a representative who was also a detainee, and who would serve as their spokesperson to the DOE and UFT. One of the jobs of the liaison is to "welcome" new detainees. The liaison is very important because he is one of the first people one meets in the RR. He offers important information and can even help prevent a teacher from being further abused by incompetent and corrupt DOE investigators (see my blog post "Don't Talk to SCI" ). After the RR's close, I doubt that there will be a liaison for every reassigned teacher as there is now.
Those coming into the RR for the first time might be intimidated by the reputation of the place and the idea that the people in there are a bunch of abusive and/or perverted teachers. However, once a person has been there for a few days he or she discovers that most of the teachers are pretty normal. The good news is that everyone in there is pretty much in the same boat. They are all being charged with something: incompetence, physical abuse, verbal abuse, insubordination, theft, etc. If we are assigned to different sites all over NYC, a reassigned teacher might be the only one facing charges at that site. Other workers who have not been brought up on charges might be unsympathetic and even cruel-- hopefully not, but my experience over the last five or six years has not filled me with optimism about the kindness of strangers.

Rubber Room vs Teacher Reassignment
When I disappeared from my school, some of the other teachers asked the union rep where I had disappeared to. The union rep replied that I had been "reassigned". I met one of these teachers on the street shortly thereafter. She said that the union rep had told her that I had been reassigned, but the parent coordinator was telling everyone that I had been sent to the Rubber Room. She wanted to know which version was true. You see, she thought that "reassignment" meant that I had transferred and was teaching at another school. I told her that "Reassignment" meant being sent to the Teacher Reassignment Center, which was also known as the Rubber Room. She looked horrified.
A few weeks later, a newly reassigned teacher was placed at our table in the empty seat in front of me. There were a total of eight people at the table: one at each end, and two at each side. The newbie asked us how long it would take for her to be "reassigned" to a new school. The reply was that it could take two years or more. She looked confused--why does it take that long, she wanted to know. Well, first you have to receive your charges, then meet with your attorney, then wait for a hearing date, and then go through the hearing. Depending on the charges...Charges? She hadn't done anything wrong. Neither have we, we replied--you don't have to do anything wrong to be brought up on bogus charges and sent to the Rubber Room. I thought this was the Teacher Reassignment Center, she said. It is, we replied, but they also call it the Rubber Room. She looked terrified.
Then she put her head down in her arms and started to cry quietly.
So, as you can see, there is a certain amount of confusion among the rank and file as to the relationship between reassignment and the Rubber Room, which means that teachers aren't really paying attention, aren't really doing their homework. There are probably several reasons for this. First, teachers tend to be very focused on their students and on the job of teaching them, and that is time consuming. Whatever time they have left over is taken up with family, friends, and the courses they have to take in order to get a salary increase. Second, they think that the Rubber Room is not about them; it's about bad teachers. If they don't personally know anyone in the Rubber Room, they probably go with the New York Post version of Dirty Rotten Rubber Room Scoundrels. Our union leadership confirm the major media version by not forcefully denying it. Third, there is fear. Outside the illusion of safety sustained by the bubble of their predictable classroom routines and schedules, lurks the Rubber Room bogey man, ready to pop out and carry them off--no mater how excellent their teaching skills, no matter how much they try to please the administration--and somewhere deep down inside, they know it.
Now Chancellor Klein and Michael Mulgrew have entered into an agreement to close the Teacher Reassignment Centers aka Rubber Rooms. However, unless this agreement means that investigations will be carried out fairly and impartially, and that principals will be held accountable for bringing teachers up on bogus charges, then there will still be large numbers of reassigned teachers, and no matter where they are warehoused, they will still be in the Rubber Room.

Why I voted for ICE-TJC
I voted for ICE because Michael Bloomberg has been perpetrating a war on the teachers of New York City and the UNITY leadership has done a very UNsatisfactory job of protecting us and fighting back.
I have compared Bloomberg's war with the holocaust, and now I'm going to compare it to a witch hunt.
It has elements of both. Property is lost; investigations and trials have predetermined outcomes. Normal, lawabiding citizens are criminalized. Reputations are destroyed.
When you say witch hunt, most people think of Salem. But you need to go back to Europe to see where the fun really began.
Find out what it was like to be a person accused of witchcraft in 17th century Germany.
http://departments.kings.edu/womens_history/witch/hunt/
A letter to your file; a "U" rated observation; a bogus complaint by a student or a parent that is instantly accepted as true no matter what you have to say. These are the first signs that the witch hunt has come to you.

Yellow Journalism
The New York Post has written various articles on the New York City’s Rubber Rooms and teachers assigned to them. The facts are few and far between, and mostly uncorroborated. However, the words engulfing those facts have been obviously chosen with care. I have decided to list these articles by date, and the negative words in them.
Not one to deny credit to the earnest wordsmiths who wrote these articles, I have made sure to include their names. Their mothers must be so proud.

Susan, Cynthia, Sally, Andrea, Kathianne, and Yoav (if these are your real names): It won’t be easy, but let’s see if we can sweep aside the yellow journalism and find some facts.
1. FACT: Many of the facts that you cite are part of New York Department of Education private personnel files that are not available to anyone outside the DOE. For example: The exact number of years that a teacher had been teaching; the number of sick days he had accumulated; the exact salary; the exact wording of the charges.
2. FACT: You give private information from the personnel files of six different teachers who worked at different schools and in different districts all over the city.
3. FACT: There were no rubber rooms before Chancellor Klein established them. Teachers who were awaiting the outcome of investigations were put behind desks at their district offices.
4. FACT: When Chancellor Klein was appointed by Mayor Bloomberg, he stated that he wanted to be able to hire and fire all NYC teachers at will.
5. FACT: NYC teachers are civil servants and like policeman, fire fighters and other state and city workers they cannot be fired without just cause.
6. FACT: If the six teachers you wrote about are still on Department of Education payroll, it is because an independent arbitrator ruled that there was no just cause to terminate them i.e. not enough FACTS.
I’ll stop at six FACTS because this seems to be the magic number for your little articles:
660 teachers in the rubber room (actually more than 700)
6 sleazy teachers (according to you).
6 sleazy reporters (according to me—and any journalism teacher alive).
This is not a FACT, but a DEDUCTION. I think your facts were provided to you by the DOE and all you did was cut and paste them into your articles. You disguised the absence of hard fact with gossip and incendiary words.
Real journalism is about finding the facts that insiders don’t want you to know, and/or finding out why they are providing you with insider information.
Tell us something that Bloomberg and Klein don’t want New Yorkers to know, and then maybe you can call yourself journalists.

If, Then, Because
After the mainstream media helped get us into war based on nonexistent Weapons of Mass Destruction, I stopped subscribing to newspapers, or reading them much beyond their headlines. I stopped watching CNN or the evening news. Somebody was always bound to tell me the next day whatever was propagated the evening before. I began to enjoy the news retold by friends and acquaintances.
I have come to see the mainstreams as Weapons of Mass Mind Control. They give us partial or false information and then manipulate our feelings about it. They offer us an extremist point of view, not a balanced one. To whose end? Good question.
“If we had real investigative journalists, we might find out.” I thought, “but since we don’t, I’ll go to other extremists with opposite points of view—the fringe media. Maybe I’ll be able to find the facts that were conveniently dropped out of the mainstream.”
It was interesting to read opposing opinions written around the same facts—and I was able to find facts that had been suppressed. However, it was time-consuming. Working people don’t have time to read the Sunday Times, much less delve into the information networks of alternative social and political movements.
All news sources have their own biases through which they filter the facts they report. There is nothing wrong with having biases. As a science teacher, I show my students how to write a hypothesis. A hypothesis is actually a statement of a biased opinion. You predict that something will happen and then you state why you think as you do. Then you test your bias. If your biased opinion is proved wrong you have to write a whole explanation as to why you might have been wrong. You can’t just forget about it, move on, and keep your old, comfortable, biased opinion. Based on this method, the Scientific Method, the human learning curve over the past 500 years has been steep indeed. It took us from seeing a man in the moon to seeing a man on the moon.
It would be nice if journalists held themselves to the same rigorous rules, but they don’t. First of all they state facts, with no “if” clause at all. “If it is true that Sadam has Weapons of Mass Destruction, then America should invade Iraq.” Secondly, if the prediction is proved wrong (“Sadam didn’t have Weapons of Mass destruction, therefore we shouldn’t have invaded Iraq) it’s yesterday’s news. They don’t bother looking back.
If scientists had taken the road that journalists are taking today, we never would have gotten off the ground.
Stop howling at the moon, journalists.

Prayer for America 8 Years Later
Many have called Dennis Kucinich's "Prayer for America" speech one of the most eloquent and significant summaries of post 9/11 America. He delivered it eight years ago today.
The Kucinich campaign staff urges you to read and to distribute this prophetic message which even after eight years maintains a fresh sense of urgency.
I offer this prayer for America.
Let us pray that our nation will remember that the unfolding of the promise of democracy in our nation paralleled the striving and accomplishment of civil rights. That is why we must challenge the rationale of the Patriot Act. We must ask why should America put aside guarantees of constitutional justice?
How can we justify in effect canceling the First Amendment and the right of free speech, and the right to peacefully assemble?
How can we justify, in effect, the canceling the Fourth Amendment, probable cause, the prohibitions against unreasonable search and seizure?
How can we justify, in effect, canceling the Fifth Amendment, nullifying due process, allowing for indefinite incarceration without a trial?
How can we justify, in effect, canceling the Sixth Amendment, the right to prompt and public trial?
How can we justify, in effect, canceling the Eighth Amendment which protects against cruel and unusual punishment?
We cannot justify widespread wiretaps and internet surveillance without judicial supervision, let alone with it.
We cannot justify secret searches without a warrant.
We cannot justify giving the Attorney General the ability to designate domestic terror groups.
We cannot justify giving the FBI total access to any type of data which may exist in any system anywhere, including medical and financial records.
We cannot justify giving the CIA the ability to target people in this country for domestic intelligence and intelligence surveillance.
We cannot justify a government which takes from the people our right to privacy and then assumes for its own operations a right to total secrecy.
The Attorney General recently covered up a statue of Lady Justice showing her bosom as if to underscore there is no danger of justice exposing herself in this administration.
Let us pray, oremus, that our nation's leaders will not be overcome by fear. Because today there is great fear in the Capitol. And this must be understood before we can ask about the shortcomings of Congress in this current environment.
The great fear began when we had to evacuate the Capitol on September 11. It continued when we had to leave the Capitol again when a bomb scare occurred as members were pressing the CIA during a secret briefing. It continued when we abandoned Washington during the anthrax scare, when anthrax, possibly from a government lab, arrived in the mail. It continued when the Attorney General declared a nationwide terror alert and then brought the destructive Patriot Bill to the floor of the House of Representatives. It continued in the release of the Bin Laden tapes at the very same time the President was announcing our country would withdraw from the ABM treaty.
It remains present in the cordoning off of the Capitol. It is present in the camouflaged armed national guardsmen who greet members of Congress each day we enter the Capitol campus. It is present in the labyrinth of concrete barriers through which we must pass each time we go to vote.
The trappings of a state of siege trap us in a state of fear, ill-equipped to deal with the Patriot Games, the Mind Games, the War Games of an unelected President and his undisclosed Vice President.
Let us pray. Let us pray that our country will stop this war. "To provide for the common defense" is one of the formational principles of America. Our Congress gave the President the ability to respond to the tragedy of September 11. We licensed a response to those who helped create the terror of September 11th. But we the people and our elected representatives must reserve the right to measure the response, to proportion the response, to challenge the response, and to correct the response.
Because we did not authorize the invasion of Iraq.
We did not authorize the invasion of Iran.
We did not authorize the invasion of North Korea.
We did not authorize the bombing of civilians in Afghanistan.
We did not authorize permanent detainees in Guantanamo Bay.
We did not authorize the withdrawal from the Geneva Convention.
We did not authorize military tribunals suspending due process and habeas corpus.
We did not authorize assassination squads.
We did not authorize the resurrection of COINTELPRO.
We did not authorize the repeal of the Bill of Rights.
We did not authorize the revocation of the Constitution.
We did not authorize national identity cards.
We did not authorize the eye of Big Brother to peer from cameras throughout our cities.
We did not authorize an eye for an eye.
Nor did we ask that the blood of innocent people, who perished on September 11, be avenged with the blood of innocent villagers in Afghanistan.
We did not authorize this administration to wage war anytime, anywhere, anyhow it pleases.
We did not authorize war without end.
We did not authorize a permanent war economy.
Yet we are upon the threshold of a permanent war economy. The President has requested a $45.6 billion increase in military spending. All defense-related programs will cost close to $400 billion.
Consider that the Department of Defense has never passed an independent audit.
Consider that the Inspector General notified Congress, recently, that the Pentagon cannot properly account for $1.2 trillion - that's trillion - in expenditures. Correct, that it cannot account for $1.2 trillion in transactions. Consider that in recent years the Department of Defense could not match $22 billion worth of expenditures to the items it purchased. Consider that it has written off as lost billions of dollars worth of in-transit inventory and stored nearly $30 billion worth of spare parts it did not need.
Yet the Pentagon's budget grows with more money for weapons systems to fight a cold war which ended, weapon systems in search of new enemies to create new wars. This has nothing to do with fighting terror. This has everything to do with fueling a military industrial machine with the treasure of our nation, risking the future of our nation, risking democracy itself with the militarization of thought which follows the militarization of the budget.
Let us pray for our children. Our children deserve a world without end. Not a war without end. Our children deserve a world free of the terror of hunger, free of the terror of poor health care, free of the terror of homelessness, free of the terror of ignorance, free of the terror of hopelessness, free of the terror of policies which are committed to a world view which is not appropriate for the survival of democratic values, not appropriate for the survival of a free people, not appropriate for the survival of a nation, not appropriate for the survival of the world.
Let us pray that we have the courage and the will as a people, and as a nation, to shore ourselves up, to reclaim from the ruins of September 11th our democratic traditions.
Let us declare. Let us declare our love of democracy. And declare our intent for peace.
Let us work to make nonviolence an organizing principle in our own society.
Let us recommit ourselves to the slow and painstaking work of statecraft, which sees peace, not war, as being inevitable.
Let us work for a world where someday war becomes archaic.
Let us work for a world where nuclear disarmament is an imperative. This is the vision which the proposal to create a Department of Peace envisions. Forty-three members of Congress are now cosponsoring the legislation.
Let us work for a world where America can lead the way in banning all nuclear weapons not only from our land and sea and sky but from outer space itself. This is the vision of HR 3616: A universe free of fear. Where we can look up at God's creation in the stars and imagine infinite wisdom, infinite peace, infinite possibilities. Not infinite war, because we are taught that the kingdom will come on earth as it is in heaven.
Let us pray. Pray that we have the courage to replace the images of death which haunt us, the layers of images of September 11th, faded into images of patriotism, spliced into images of military mobilization, jump-cut into images of our secular celebrations of the World Series, New Year's Eve, the Super Bowl, the Olympics, the strobic flashes which touch our deepest fears, let us replace those images with the images of people working to rebuild their democratic institutions. With images of the work of human relations. Of the work of reaching out to people, helping our citizens here at home. Of lifting the plight of people everywhere.
That is the America which has the ability to rally the support of the world.
That is the America which stands not in pursuit of an axis of evil, but which is itself the axis of hope and faith and peace and freedom.
America, America. God shed grace on thee. And crown thy good with brotherhood and sisterhood.
America, America. Long may Thy land be bright with Freedom's holy light
America, America. Let us pray for our country. Let us love our country. Let us defend our country not only from the threats without but from the threats within.
America, America. Crown thy good. Not with weapons of mass destruction. Not with invocations of an axis of evil. Not through breaking international treaties. Not through establishing America as king of a uni-polar world. But through looking at America as a nation among nations and viewing the world as an interconnected whole.
Crown thy good, America. Crown thy good with sisterhood and brotherhood. And crown thy good with compassion and restraint and forbearance and a commitment to peace and democracy here at home and in the world. And a commitment to economic democracy here at home and throughout the world.
Crown thy good, America. Crown thy good America. Crown thy good.
Thank you.
The Kucinich campaign staff urges you to read and to distribute this prophetic message which even after eight years maintains a fresh sense of urgency.
A Prayer for America
I offer these brief remarks today as a prayer for our country, as a celebration of our country. With love of democracy. With love of our country. With hope for our country. With a belief that the light of freedom cannot be extinguished as long as it is inside of us. With a belief that freedom rings resoundingly in a democracy each time we speak freely. With the understanding that freedom stirs the human heart and fear stills it. With the belief that a free people cannot walk in fear and faith at the same time. With the understanding that there is a deeper truth in the unity of the United States. That implicit in the union of our country is the union of all people, everywhere. That all people are essentially one. That the world is interconnected not only on the material level of economics, trade, communication, and transportation; but interconnected through human consciousness, through the human heart, through the heart of the world, through the simply expressed impulse to be and to breathe free.I offer this prayer for America.
Thank you.

This is Why We Need Our Own Newspaper
I just read an article on the Daily News' website called "State Education Department eyes closure of Newtown High School". It can be accessed at this link.
http://www.nydailynews.com/ny_local/queens/2010/01/29/2010-01-29_schools_risk_closure_state_eying_newtown_high__other_sites_with_poor_performance.html
This article leaves many questions unanswered. It was written by Clare Trapasso, Daily News Writer, so I will direct my questions to her.
Dear Clare,
You say “More Queens high schools are facing the axe—this time, wielded by the state.”
Question: What do you mean by “this time, wielded by the state”? Who wielded the axe before, and why the difference?
You say Newtown High School in Elmhurst is one of 10 Queens high schools the state Education Department has deemed “persistently lowest achieving.”
Q: What do you mean by “persistently low achieving”?
You say students, alumni, community members, and Hiram Monserrate vowed to fight closure of Newtown High School.
Q: Were there any teachers there, or don’t they count?
The Principal of Newtown HS says that many of the students come from other countries and don’t speak English making it hard for them to pass standardized tests.
Q: How exactly will replacing the principal and half the staff change this? Will the staff to be replaced include older, more experienced teachers with higher salaries, or younger, less experienced teachers with lower salaries?
Q: How exactly will rewarding staff who boost student achievement change this? Will the teachers who score the exams be the same teachers who receive the salary boost? Sounds like conflict of interest to me. How will cheating be prevented?
Q: How exactly will converting Newtown to a charter school change this? Will the charter school be able to deny admission to students with low test scores forcing them to travel outside their neighborhoods to other high schools whose scores will be affected by the influx of children who can’t speak English? Will the charter school have the same budget as Newtown?
Q: How exactly will shutting Newtown down change this? What will happen to the building? What will happen to the money in Newtown’s budget? Where will the neighborhood children go to school?
I'm not a journalist, Clare, but it seems to me that you have avoided asking the hard questions journalists should be trained to ask.
Do the editors of the Daily News encourage their journalists to ask challenging questions?
We need newspapers with editors and journalists that challenge state and city officials with hard questions. Those that don't are incompetent and should be closed down.
Sincerely, Untamed Teacher
